Do skills take priority over basic attacks in Task Bar Hero?

Yes. Every ability carries an Order value in the game's skill table and the lowest one wins. All 36 player skills sit between 200 and 900, while every basic attack in the game is 999 - the lowest priority there is. The basic attack is the fallback that fires only when no skill is ready.

What order do Task Bar Hero heroes use their skills in?

Each hero has its own fixed ladder, listed in full on this page. Ranger, for example, leads with Arrow Rain at Order 200, then Rapid Fire, Scatter Shot, Swift Surge, Piercing Arrow and Skewer Shot, with the basic attack last at 999. Knight is the one hero with tied priorities - four of its skills share Order 600.

Does the basic attack have a cast time in Task Bar Hero?

There is no cast-time column anywhere in the game's data - cast time exists only as animation length, which is why no in-game tooltip shows it. Every hero's basic attack animation is 0.35 seconds. At normal attack speed that fits comfortably between swings; it stops fitting end to end above about 2.86 attacks per second.
